In order to effectively prevent major safety risks and promote standardized, orderly and safe development of the industry, opinions and suggestions from many parties have been solicited. include Zhejiang Textile Industry Association Inside More than 70 units have drafted and formulated the "Self-Discipline Convention on Production Safety Management of Textile and Clothing Enterprises", gathering wisdom and strength to help improve the level of production safety management of enterprises, promote the construction of enterprise safety culture, enhance the safety awareness and hidden danger investigation capabilities of all employees, improve emergency response capabilities, and effectively create a good production safety environment.
Textile and garment enterprises' self-discipline for production safety management
Chapter 1
|General Provisions
Article 1 In order to thoroughly implement the spirit of General Secretary Xi Jinping’s important instructions and instructions on production safety, strengthen the safety work of enterprises in the textile and garment industry, prevent and reduce production safety accidents, and protect the lives and property of the people, this Convention is specially formulated in accordance with the laws, regulations, regulations and standards on production safety such as the "Production Safety Law of the People's Republic of China", "Basic Standardization of Enterprise Production Safety Standardization", and "Safety Management Standards for Textile Industry Enterprises".
Article 2 We recommend that enterprises in the textile and garment industry, relevant organizations and practitioners voluntarily join and abide by this Convention, and jointly promote self-discipline in the industry for safe production.
Chapter 2
|Self-discipline clauses
Article 3 Improve and optimize the enterprise safety production management system. Enterprises should establish and improve safety production and occupational health rules and regulations around safety risk management, equipment and facilities management, safety production reward and punishment management, accident management, etc., prepare complete job operating procedures, standardize documents, records and archive management, and timely revise relevant rules and regulations based on implementation effect assessment to promote the effective implementation of the system. Clarify the scope of responsibilities and assessment standards for personnel at all levels, from the main person in charge of the enterprise to safety production management personnel, front-line employees, etc., and promote the participation of all employees throughout the process.
Article 4 Strengthen safety awareness. Integrate the core concept of "people-oriented safety" into daily management, establish a demonstration model for production safety, actively learn from and learn from advanced domestic and foreign safety management ideas, and form a safety management system suitable for the enterprise. We will earnestly do a good job in basic safety production management such as personnel allocation, safety investment, rules and regulations, and risk identification and control. Enhance employees' awareness of safety production and responsibility through safety publicity, knowledge competitions, case warning education, etc. Establish and implement an internal reporting reward mechanism for accident hazards to fully mobilize the enthusiasm and sense of responsibility of enterprise leaders and practitioners.
Article 5 Improve the organizational construction of production safety. Textile and garment enterprises should set up safety management agencies and full-time or part-time safety production management personnel in accordance with relevant national regulations. Strengthen team team building and give full play to the basic supporting role of teams in safe production. Improve the comprehensive quality and on-site safety management capabilities of team leaders, enhance the important role of team leaders in production safety management, and improve and lead the on-site safety assurance system.
Article 6 Improve the safety quality and ability of practitioners. Textile and clothing enterprises should establish and improve training, evaluation and job management mechanisms for safety production personnel at all levels in accordance with the national requirements for relevant safety education and training and certificate-holding employment. Continue to carry out "full staff" safety training and layered and classified training and education, and promote new employee induction training, daily safety training, special job training, etc. Industry associations can provide training and education services based on enterprise needs and corporate characteristics, improve the compatibility and practicality of safety production training and education in the entire industry, and improve safety awareness and safety skills in all aspects. Pay attention to the evaluation of employee safety training results and adjust the training content and methods according to the evaluation results.
Article 7 Deepen operating environment management. The working environment and conditions of employees should comply with relevant standards and warning signs should be given in dangerous areas. For special operations such as fire and limited space, the approval process shall be formulated and implemented in accordance with relevant requirements. Employees should be proficient in the operating specifications of various equipment in this position, and special operators must obtain the corresponding qualifications in accordance with relevant national regulations before they can take up their posts. Carry out regular inspections, maintenance, maintenance and testing of all types of equipment and facilities, improve the equipment and facilities scrapping system, and ensure the normal operation of the equipment. Based on the equipment situation, establish a safety risk identification and evaluation mechanism for new processes and new technologies.
Article 8 Improve accident prevention and handling capabilities. Follow the policy of "safety first, prevention first, and comprehensive governance", pay full attention to potential accident hazards such as fire, poisoning and suffocation, mechanical injuries, dust explosions, and electric shock injuries, and prevent, control and eliminate occupational disease hazards. Strengthen the identification of safety risks, and build and implement a dual prevention work mechanism for risk classification management and hidden danger investigation and governance. In view of the characteristics of possible production safety accidents and major accident hazards in the enterprise, special plans will be formulated, a full-time or part-time emergency rescue team will be established, emergency material equipment standards and requirements will be clarified, and emergency plan drills will be carried out regularly.
Article 9 Strengthen the application of new generation information technology. Relying on new technologies such as artificial intelligence, big data, and the Internet of Things, we will improve the level of enterprise production safety management and ensure the investment in production safety. Promote digital application management such as fire protection equipment, equipment and facilities, key area inspections, monitoring of major hazards, inspection and control of safety hazards, prevention and control of occupational disease hazards, safety risk classification control, production safety forecasting and early warning.
Article 10 Enhance network security and data security management. Adhere to the equal emphasis on network security, data security and digital development, promote textile and clothing companies to implement their responsibilities for network security and data security protection, carry out relevant knowledge popularization and education and training, cultivate professional talents and cross-professional compound talents, and improve the awareness and level of network security and data security protection for all employees of the enterprise. Join industry associations and third-party institutions to conduct detection, risk assessment, etc. on network security and data security, and cooperate on monitoring, early warning, prevention and disposal.
Chapter 3
|Implementation of the Convention
Article 11 This Convention is led by the China Textile Industry Enterprise Management Association, responsible for conveying relevant laws, policies and industry self-discipline information; promptly reflect the wishes and requirements of relevant units and enterprises to the government competent departments, safeguard the legitimate rights and interests of relevant units and enterprises, and urge relevant units and enterprises to implement this Convention.
Article 12 Relevant enterprises should carry out production and operation in accordance with the requirements of the self-discipline convention, and the association will promote advanced experiences and cases through official websites, WeChat public accounts and other platforms.
Chapter 4

Article 13 In the provisions listed in this Convention, if there are already provisions in national policies and regulations, the national policies and regulations shall prevail.
Article 14 This Convention is interpreted by the China Textile Industry Enterprise Management Association.
Article 15 This Convention shall come into force on the date of its publication.
